Here are some materials to help you, most of these are optional, though you will need a dingbat font of some sort (I used Deco Dividers for this tutorial and Corners2 for an alternate image):

This tutorial was made in PSP 7 but I'm sure it would work in version 6 too. You can choose which way you'd prefer to do this, either with the selection(s) provided or from scratch:
1. Open new image 400 x 400 and flood fill with black. Add new raster layer. If you would prefer to use the selection provided, choose Selections--->load from disk---->rosie_mirror1.sel or rosie_mirror2.sel (mirror 1 has the convex top, mirror 2 has a flat top) and skip to step 7.
2. With rectangle selection tool set at feather 0, antialias checked, draw a rectangle from co-ordinates 50, 70 to 350, 390
3. Change to ellipse and holding down the control key (CTL), draw
a horizontal ellipse starting at 200, 390. Don't worry about the bottom if
it goes beyond the image as you won't see it in the end anyway. Make it as
long and as tall as you want.
4. Now, holding down the CTL key, draw a vertical ellipse starting
at 50, 230. Once again, make it the size you want.
5. Holding down the CTL key, draw another vertical ellipse starting
at 350, 230 and make it the same size as the previous one. (Hint: I used
the grid sized at 25 to judge distance: View---->grid)
6. Holding down the SHIFT key Draw a horizontal ellipse starting at 200, 70 (unless you want a flat top, in which case skip this step). You can save this selection to disk if you like for future use. Selections----->save to disk - give it a name and choose a folder. To use the selection, go to Selections----->load from disk and select it.
7. Flood fill with white.
8. Selections------>modify----->contract by 15 pixels (or whichever number you prefer). Edit----->clear to get rid of the centre.
9. Deselect. With your magic wand, tolerance 0, feather 0, select the white frame. Go to Selections----->modify----->expand by 1. Effects----->Texture Effects----->sculpture. Choose the mahogany preset and use the following settings: *note, you might want to save this for future use*
Deselect.
At this point, I found it easier to turn off visibility on the background layer as it was too dark to see the frame.
10. Add new raster layer. Using the Deco Dividers dingbat, select capital J, size 36, white. Rotate 90 degrees to the right.
