Tools needed:
PSP 7 - get it here
Blade Pro or Super Blade Pro - get it here
Blade Pro Presets (also work with Super Blade Pro) (bladepro.zip) - get it here - the download is near the bottom of the page
Bubble Tube - get it here
1. Open a new image 250 x 250 and add new raster layer. Name it "Outside Face"
2. Using your selection tool set to ellipse, feather none, antialias checked, start in the center of the image (125, 125) and draw an oval. I made it to 224 x 246. You can also use the circle selection and make it a circle if you prefer. Flood fill with white.
3. Selections ---> Contract by however wide you want the outside gold rim to be. I contracted by 20 pixels. Edit--->Clear (or just Delete). Selections ---> save to alpha channel. Deselect.
4. Selections--->Select All. With magic wand, click on the white outside of the oval to select it. Apply the Blade Pro or Super Blade Pro preset gold_shiny, changing the radius to 29, elevation to 12, glare to 91, and glassiness to around 6 - play with it a bit, you may want to put it a bit higher than that. Deselect. You may want to play with the controls and find a look you like better. The figures I gave are for Super Blade Pro - Blade Pro may require different settings.
5. Selections ---> load from alpha channel and load the selection you saved in step 3. Add new raster layer and name it Watch Face. On this new layer, Selections--->modify expand by 3. Flood fill with white and move this layer below the Outside Face layer.
6. Add new raster layer and name it knob. On the right side of the face, draw a rectangle with your selection tool where the button to set the time would be. Flood fill with white. Effects--->Texture Effects--->Blinds. Use the following settings:
Apply the gold shiny BP or SBP preset with the same changes as in step 4. Next, apply the bevel_soft preset from the same downloaded zip file, changing the glare to 100. Deselect. Move into position and move the layer below the outside layer.
7. Open a new image, 50 x 50. With your rectangle selection tool, draw a selection about 8 x 36, flood fill with white and apply the original gold_shiny preset, changing the height to 10. Deselect.
8. Edit--->Copy. Go to your watch face image and Edit--->paste as new layer. Resize to 65% (or whatever size you like) and move into place at the top of the oval. Rename this layer 12:00. (I strongly urge you to rename the o'clock layers as it will prevent a lot of confusion in a few steps)
9. Right click on the 12 o'clock layer and choose "duplicate". On the duplicate layer, Image--->Flip and rename the layer "6 o'clock".
10. Go back to your 12 o'clock layer and duplicate again. Then Rotate to the right by 90 degrees. Move this piece into the 3'oclock position and rename the layer 3 o'clock.
11. Duplicate this layer and Image--->Mirror. Rename the layer "9 o'clock".
